SUBJECT: Director's Meeting with Chairman Mahon,
House Appropriations Cornmittee
1. ?I accompanied the Director on a courtesy call to Chairman
Mahon. Mr. Mahon was particularly interested in Arab terrorism about
which, he and the Director chatted for some minutes.
2. Turning to the intelligence community, the Director outlined
his plans and concepts for readjustments within the community and the
Agency. ,Mr. Mahon spoke of his high regard for Mr. Helms' outstanding
objectivity and independence and remarked that Mr. Schlesinger's main
challenge would be to preserve these qualities.
3. Mr. Mahon deplored the general disarray and lack of discipline
and leadership in the Congress, some of which he attributed to the inaccessi-
bility of the White House and lack of communication between the Republican
leadership there and the Republicans in Congress.

5. I told Mr. Mahon that we would be glad to talk to him. at his
convenience regarding his request that we try to find a qualified
secretary in the Agency for his office. He said he would call m? about
this in the near future.
