Just to show you that the old dog still has teeth., here's an
advance copy of the final version of our NATO force restructuring
study. You'll hardly have time to read it all, but let me suggest
at least the Executive Summary and Chapters I and II.
As you might imagine, I didn't honcho this study for my own
amusement, but because I see restructuring as the best way to main-
tain the credible defense posture we badly need while still living
within the present budget/manpower squeeze. Like any proposal for
major change, it has caused great pain to our former Vietnam col-
leagues, but Schlesinger and Kissinger fortunately seem more open-
minded. Would value your reaction.
