Approved FrRelease 2004/10/27: CIA-RDP80M014J8A000800110006-8 Following Extracts taken from Atomic Energy Commission News Release Bulletin, 20 March 1974 Three senior staff members of the Atomic Energy Commission have been selected to receive the AEC's Distin- guished Service Award for outstanding contributions to the nation's atomic energy programs. This is the high- est award the Commission can bestow on its employees. Selected to receive the Award are: L. Manning Muntzing, Director of Regulation; Joseph L. Smith, Director, Division of Contracts; and Lt. Gen. H. C. Donnelly (USAF-Ret.), Manager of the AEC's Albuquerque (N.M.) Operations Office. AEC Chairman Dixy Lee Ray will present the Award to Mr. Smith on March 22 in the AEC Headquarters auditor- ium at Germantown, Md., citing him for his leadership in contracting activities affecting all AEC programs. Since joining the Commission in 1948, Mr. Smith has held major administrative and managerial assignments in the agency's Headquarters and field offices. He was named Director of the Division of ContractE; in 1965. Mr. Muntzing will receive his Award on March 29 from Dr. Ray at the Bethesda, Md., Holiday Inn. He will be cited for his direction of the Commission's complex licensing and regulatory programs. Mr. Muntzing, who joined the AEC in October 1971 as Director of Regulation, and his staff are making effective contributions toward meeting the energy crisis through the streamlining of governmental regulatory processes and eliciting improve- ments in the activities of the nuclear industry, while maintaining high standards of safety and environmental protection. Donnelly will receive his Award for his direction, administration, and improved performance of the highly complex weapons production programs of the AEC. The Award will be presented to him at Albuquerque by one of the AEC Commissioners at a later date. Through the efforts of Gen. Donnelly, who has served as Manager of the Commission's Albuquerque Operations Office since 1968, there has been a significant increase in productivity as is evidenced by the AEC's ability to meet scheduled delivery commitments to the Department of Defense during a three-year period marked by reductions in personnel and funding levels. Distinguished Service Award recipients are selected annually by the Commission in agency--wide considerations. The Award, consists of a citation, medal, and lapel pin.
