Dear Mr. Colby:
I am pleased to announce the approaching 2h Annual Federal Safety
Conference to be held in Chicago from September 30-October 1, 1974.
For your information, a copy of the prelimir ary program is enclosed.
The Federal Safety Advisory Council sponsors this conference every year
to provide a common meeting ground to discsriss safety and health activities
in the Federal job environment. New developments and approaches are
collectively generated during the conference. culminating in major Federal
program efforts.
Since last year's conference, significant developments have occurred in
the safety and health area in the Federal Gcrrernznent. Thanks to the
President's active support, it is anticipated that the increased safety and
health effort will result in improved workiut, conditions for all Federal
employees. New Federal safety and health -regulations are currently being
finalized and at the same time a new Executive Order is being readied to
replace the existing Executive Order 11512. Both of these documents will
have a tremendous impact on all Federal de~)artments' and agencies'
occupational safety and health program.
I would appreciate your authorizing those in ividuals responsible for
managing and directing your safety and health programs at the head-
quarters and field level to attend this conference. In addition, I would also
recommend that employees of your department who are chairmen of field
Federal safety councils, labor organization safety representatives, and
others directly involved in safety and health program implementation be
authorized to participate in this important oonference.
Your support and cooperation in making the 29th Annual Federal Safety
Conference the best in our Nation's history. are needed and solicited. I
know that I can rely on that support and cooperation.
