Walters, USA Deputy Director of Central Intelligence 7D60, CIA Headquarters Dear General Walters: The DCI has approved three permanent staff augmentations for the SIGINT Committee--two professional personnel and one clerk steno. If possible, I would like to fill the two professional billets with one individual from DIA (or the military services) and the other from CIA. All billets are reimbursable with the professional billets carrying a grade authorization of 06/05 o the civilian equivalent. I would like very much to have from you the names of one or two willing candidates with previous training and experience in the cryptologic field. More particularly, it would be extremely helpful if CIA could nominate individuals whose principal involvements in recent years have been in the ELINT and/or telemetry areas. The individuals finally selected would serve for a two-year tour (extendable to three) with the SIGINT Committee staff in offices here at Langley. The staff functions which they will be expected to perform are those deriving from the responsibilities assigned to the SIGINT Committee in DCID No. 6/1 dated 4 April 1975. As you know, the SIGINT Committee has a growing commitment to cope with and resolve a host of issues of community-wide interest and significance.
