11. In response to the request in your memorandum of 24 April
, I have tasked the USIB SIGINT Committee to review SIGINT
reporting decrements proposed by the DIRNSA/CHCSS for FY 1975, as
outlined in references B and C, above.
2. Recognizing the fiscal and manpower constraints we are facing,
the total Community must critically review requirements levied against
NSA. As the Department of Defense USIB member for substantive
intelligence matters, the DCI looks to you for th definition of
essential SIGINT information requirements for a oD elei tints.

Cryptologic Mission Reductions.
1. As a result of manpower reductions in the Consolidated
Cryptologic Program (CCP), the Director, National Security Agency has
proposed SIGINT reporting decrements as outlined in the references.
The decrements affect SIGINT customers in several Agencies and
Departments. Consequently, it is necessary to assess the impact of
NSA's proposed changes on the total community, including Operating
consumers. Therefore, I request the SIGINT Committee review
SIGINT reporting decrements proposed by NSA.
2. Your review should include, among other things, a critical
look at the basic requirements now being responded to by reports
proposed for elimination. Should you find, in the course of the review,
that trade-offs are appropriate, I am sure the DIRNSA would welcome
the identification of other reports which may be eliminated.
3. It would be helpful if the Committee would accomplish the
review as a matter of urgency in order that your report and _recom-
