The Soviet Navy was assigned broadt~ned missions, including distant "7 deployments where cruise missiles ari{d their platforms-designed for operations in waters near the l1SSR--~,vere less effective. Soviet planners began to give incrc~+sed thought to the possibility that a war avith the West mig'nt be tiimited-at least temporarily-to conventional weapons rather than escalating directly into a strategi+, nuclear exchange. LVestern nova! powers placed added emphasis on the development of ~ L'~ ~ cruise missiles and cruise missile defenses. The Soviets have responded to these problems by developing new missile sys- tems in an attempt to maintain the tactical proficiency of the farce: 1`~fost of theso missiles offer only marginal improvements o~der older missiles, but others display new and unique capabilities. Although these new rissiles provide the Soviet Navy with better antiship capabilities, se~.era! inherent wz~,knesses in the employment of the force remain. Among these are the lim!ted o~:ean surveillance and targeting capabilities of the Soviet Navy and poor logistic supp~7rt. , .Soviet research and development-efforts on news antiship missiles continue at a strong pace. As'with earlier efforts some of these i:7ngoing development programs appear to be only extensions of existing cruise missile technology. Nlany, howevar, are innovative attempts to deal with same of the waaknesses still facing the Sovier_ Navy. These programs include a tactical sea-launcred ballistic missile apparently designed for an antiship role and at !east two missile systems that probably are fog use against submarines. Despite expected Soviet advances in antiship ri~issiles, aver. time the develop- ment of better cruise missile defenses as well as th? introduction of competitive cruise missile systems by the West probably will reduce the relative effectiveness ai the Soviet cruise missile force.
