SUBJECT : Transmittal of CIA-DIA.Study: Possible
Soviet Employment of Strategic Forces
1. Attached is your copy of the analysis you asked me to undertake
at the last SALT Verification Panel meeting. The JCS authorized DIA to
participate in its preparation on their behalf. The paper is a joint
CIA-DIA product.
2. In light of the interest of the members of the Verification Panel
in this question, I am disseminating copies of the paper to them and to
the Verification Panel Working Group as well.
