Employment of Strategic Forces
1. Attached is the final version of the study undertaken at your
request following the last SALT Verification Panel meeting. The only
section which will be wholly new to you is the Introduction, which
contains some very brief conclusions but is designed deliberately to
lead the reader to the body of the paper itself. You may wish also to
look again at the last section, now retitled "How Much is Enough?"
which contains judgments about Soviet motives not unlike those in
your draft memorandum responding to the recent PFIAB letter.
