MEMORANDUM FOR: The Chairman and Members,
National Security Council Intelligence
Committee
SUBJECT DCI Proposal to Declassify "the fact of"
Satellite Photographic Reconnaissance
1. Reference is the Chairmen, NSCIC memorandum of 10
October to the NSCIC members, subject "Action Program for
the NSCIC Working Group." Among other things, this memo-

randum tasked the Working Group to review the DCI letter of
21 August on "Modification of Security Classification" and
make a report to the NSCIC.
2. This review was accomplished at the Working Group
meeting of 30 October, and included discussion of the Secre-
tary of Defense letter of 22 August, which commented on the
DCI proposal, as well as the DCI memorandum.
3. The Working Group considered the DCI had well
summarized the pros and cons of the issue in his memorandum
and it concluded there is little to be gained and much that
could be lost by declassifying "the fact of" satellite
photographic reconnaissance.
4. The Working Group recommends that the NSCIC approve
retention of the present SECRET classification on "the fact
of" satellite photographic reconnaissance.
