Approved For Release 2006/08/08: CIA-RDP80MO1048AO01100020044-2 ? i iiORANDUM FOR: General Counsel Legislative Counsel FROM : Cord Meyer, Jr., SA/DDCI SUBJECT : Senator Ribicoff's Omnibus Anti-Terrorism Act of 1977 As I mentioned to you on the phone, at a meeting of the Executive Committee on Terrorism at the State Department yesterday, we were given the attached bill proposed by Senator Ribicoff and there was a preliminary discussion of it. Ambassador Isham, State-Department Director for Combatting Terrorism, will have to appear at a preliminary hearing on the bill before the Senate Government Affairs Committee on 11 November. He has requested informal comment from the agencies and departments affected by 9 November. A quick review would indicate to me that the CIA is not directly affected by the language in this bill and Ambassador Isham understands that if we are not affected we need submit no comment. Therefore, I would appreciate it if you would review the bill and let me know by 9 November what comment, if any, we should forward to Isham. Attachment: As stated MORUCIDIF
