SUBJECT CCPC Study
1. Thank you for sending me the final draft of the
CCPC Study. I have the following suggestions to make:
a. Suggest you omit Recommendation K-2 on
page 10 since the decision as to what analytical
studies are required and in what order of priority
can best be left to Dick Lehman and myself after
discussion with Ambassador Heck and other consumers.
You don't want to put'the CCPC in the position of
telling the consumers what they need.
b. On the basis of discussion with the DDI,
suggest you redraft Conclusion B on page 5 to
account for the fact that the kind of production
effort you call for would in fact require substantial
additional manpower costs.
c. Suggest you omit references to CONTEXT and
that you clarify that you are not calling for an
entirely new quick reaction mechanism, but rather
adaptation of the existing system.
2.~ If you have difficulty with these changes, I do
suggest that you, Dick Lehman and I get together on the
problem.
