MEMORANDUM FOR: DDCI

to Agency personnel about his assignment-from DCI to develop a code
25X1 of ethics (Tab A). I gave 110 or so names for him to
start with. Tab B reports the results of one meeting.

2. Before you left for Europe,~we talked about our internal
effort to keep activity moving forward on this front. After your
meeting with Fitzwater and Blake et al in February, you sent a memo
to the DDs telling them to continue within their Directorates the
the dialogue initiated in the Seminar on Creativity and Ethics (Tab Q.
Also you said the Center for the Study of Intelligence would designate
an officer to devote himself to this matter. In addition, you
instructed OTR to inaugurate discussions of this topic in some of its
training courses.

3. Acting Director of the Center, gives such
time as he can to this subject. No one else has been designated to
pursue it full-time. Last month Chuck reported to me that the results
of the first mid-career course were in preparation (Tab D) and that
the second mid-career course has been launched. The first Senior
Seminar results are not yet in. A DDS&T group has.. met and is codrdi-
nating a report for you. Malanick as the DDA coordinator is meeting
with each DDA office. Chuck has no report on DDO and DDI activity.
However, some earlier work in DDO is attached at Tab E.
a. There is some on-going dialogue in at least two of
the Directorates.
b. OTR has included the subject in a structured manner
in appropriate training courses.

5. Conclusion and Recommendation. If we are to pursue this
subject as actively from the inside as the'DCI would like, we need to
assign full-time coordinator to the.Center. I know that you deferred
this proposal at the February meeting mentioned-in paragraph two,
but circumstances have changed. We have made a good deal of progress
in getting this subject-aired within the Agency, but we badly need to
give focus to this effort now. 0 has given me a list of
candidates for the job.'(Tab F). Of course, they are all doing important
work already, and a directed assignme t will probably be required -
from this list or for any other qualified officer. But the decision
should not be delayed. I recommeA'd that you instruct me to discuss
this with the DDs to identify a candidate soonest for a six-month
assignment to the Center to work on this problem, i.e., to develop a
code of ethics and, at DCI's_regiiest, CIA guidelines.
