S[JBJECT: Staffing I~xoblems on the National
Indications Venter
1. This is to alert you to an incipient intelligence community
problem as a result of Navy's unilateral action withdrawing its
three personnel assigned to the National Indications Centex because
of budgetary pressure. (State has never provided personnel to tl^Ae
NiC for the same alleged reason despite John Bross' efforts to
persuade Ray Cline's predecessor.) Unfortunately. Adxnizal
Harlfingex did not have the courtesy to discuss his action with
General Cushman or the I'?arector.
2. If the Navy's action is carried out, it is very likely #hat
the Army will pull its people out as well. Clearly the existence
of the NIC is threatened.
3. General Cushman has requested recornmendatfons for
handling the problem. Sipco t~- _' ~` has Ao authority over the
resources of others. all we can do is negotiate. As a fixst step
you or Geaeral Cushxxran might speak to Admiral Harlfingex acrd
urge him to reconsider. If this fails, one of you might discuss
with General Bennett the possibility of DIA assuming manning
responsibility for the military members of the NIC.
4. Would you please consult with the DDI (Proctor] and
give General Cushrxran your recommendations.
