SUBJECT: Distribution of DDI Memorandum,
< "Coverage and Sources of Selected
CIA Intelligence Publications, 1969"
1. The attached publication is based on Jack Smith's presentation
to your Planning Meeting I earlier this year. It summarizes
the results of a survey of coverage and source material used in the
for the fourth quarter of 1969 and in intelligence memoranda
produced during the second and fourth quarters of 1969.
2. Jack has not distributed copies outside of his Directorate and
seeks guidance on what additional distribution, If any, should be made.
3. I believe that highly selective distribution should be made to
the senior officers in the Community who have the principal responsi-
bility for intelligence collection -- for their background information.
4. The report contains caveats which make its limitations quite
clear. It attempts to develop a methodology for determining the
frequency of use of information from various sources in our formal
publications. It does not attempt to judge the quality of the sources
and is not offered as a basis for management decisions.
5. It is always possible that the report could be misused by
distorting the significance of its findings. On balance. however, I
believe that the risk could be minimized by strictly limiting its
dissemination and by having Jack Smith transmit all copies with a
covering note emphasizing the caveats.
6. I recommend that the DDI be authorized to make the
following dissemination of his report:
