After receiving a report comparing the GMAIC
and NIPE evluation of collection systems targetted
against the Soviet ABM program, I have approved
the recommendations of the GMAIC paper. This
paper may now be distributed.
In addition, please issue to the USIB member-
ship copies of the attached Memo to the Holders
of the GMAIC report which draws attention to the
recent NIPE survey.
