To suggest that personnel changes are an "accomplishment" raises two problems: 1) Gildin the lily. After all, I land retired and somehow they had to e replaced. 2) Demeaning Predecessors. Aren't we implying that th team, for example, is better than the team. Whether true or not (probably a matter of opinion), to list such replacements as accomplishments could seem offensive to the previous incumbents. c) We have, at least on a private basis, regained the confidence of the Senate. (Incidentally, the title'of the new Committee does not include the word "Oversight.") Cf. Gary Hart's request to DDCI for a TV interview. Listed below are some of them. Can you ad'i to or refine this list? I would appreciate an answer back by the end of the week. 1) We have established the Executive Advisory Group (EAG). Five meetings have been held dealing with the functions of the EAG itself, the proposed reorganization of ORD, the IG function, goals for CIA, and Agency R&D programs. These meetings resulted in agreements on terms of reference for the EAG, a decision to proceed with a new-approach to the IG function, and a decision to continue the present organizational arrangements under which ORD conducts exploratory research. 2) A number of important personnel changes have been made. These include new appointments to the positions of DDS&T and ADDS&T, DDO and ADDO, 25 Approved For Release 2005/03/'17`: CFA RtP80M01048A001.100150013-2 Approved For ease 2005/03/ ~4'?d:PA-RDP80M01041&1100150013-2 ADDA, Inspector General, General Counsel, Assistant to the DCI, and Comptroller. 3) The Office of the Comptroller has been expanded to include the functions formerly carried out by the Collection Guidance and Assessment Staff of the DDI, and that organization has been transferred to the Office of the Comptroller. The NIO for Special Activities and his functions have been transferred to the Office of the Comptroller, and these will in the future operate under the general direction of Mr. Knoche and the EAG. 4) The Agency's proposed program for 1978 has been reviewed under new arrangements with the Committee on Foreign Intelligence (CFI). Further steps to improve our ability to deal with the CFI will follow. 5) A letter has been sent from the DDCI to the four DD's and the Comptroller calling for a number of issue studies and actions arising out of the 1978 Program Review. 6) declassification study, providing for __, _ __ __, and , has been completed and follow-on efforts have been assigned to the National Foreign Intelligence Board. IA1R~P80M0104801100150013-2 7) Working arrangements with the new Senate Intelligence Oversight Committee have been established. 8) A special study of the Agency's role in SIGINT activities has been chartered under and his progress is being monitored by the EAG. 9) Responsibility for review.of the Agency's posture with respect to strategic warning issues has been assigned to Mr. Meyer.
