SUBJECT : Responses to the SSCI
1. As you may be aware, the DCI has charged
the task of assuring proper coordination of responses to the SSCI on.
matters which involve more than one intelligence organization, and has
appointed
to be Chairman of an inter-Agency Ad Hoc
Coordinating Group to facilitate such coordination. This group has
met on only one occasion, 12 August 1976, to discuss SSCI concerns
regarding production and publications. However, it is anticipated that
the group will meet more frequently in the future and may have increasing
responsibilities.
2. With the concurrence of the Legislative Counsel, I hereby
appoint) ~s the CIA representative to this group.
Please insure that he is made aware of SSCI requests for information and
support that would pertain to the responsibilities of the Ad Hoc Coordinating
Group and give him you full support when he requires it.

1. Attached is a package of correspondence on subject. As you.
will note, this coordinating committee was originally established to
respond to S I the intelligence production field. For
that reason, of DDI was designated as the Agency representative.
1-'owever, the Director's memorandum of 14 October indicates. that this
Committee will deal with across-the-board Intelligence Community concerns.
Therefore, it is the DDCI's feeling that the OLC should provide the CIA
representative to the Committee.
2. If you will let me know the name of the individual you select,
I will draft a short memo on the subject to the IC Staff and the Deputy
Directors for the DDCI's signature.

1. Regarding your attached note: The membership of the Ad Hoc
Coordinating Committee is attached as Tab A. You will note that the
CIA representative is ou will also note this is not
a new Committee, although it has e but one meeting to date, 12
August 1976. At this meeting the organization of the SSCI was
discussed, and consideration was given to the interests of the
Subcommittee on production and publications.

to have an OLC body as CIA representative. If you concur, I suggest
we ask George Cary to appoint someone to this position, and then (in
response to the second question in your note) we could send a memorandum
to the Deputy Directors informing them of the nature of the Ad Hoc
Committee, and the appointment of Mr. X of OLC to be the Agency's man_.,
on it.
