Notebook for DDA Office Directors Management Conference, 18-20 March 1977. Sent to you by Mr. Blake with following note: "As you are aware, I am having a DDA Office Directors' Conference though you might be interested in looking over the agenda for the Conference as well as some of the material pertinent to the topics to be covered. A copy of our conference notebook is attached." (This was in last weekend's file, but you could not get to it.) Yes No 2. Annex A "The Warning Problem" (1 1/2 pages) and Annex B "Collection Resources Summary" (4 pages) might be worth your while considering Admiral Turner's interest in this subject., Annex C "Collection Resources" (60 pages) probably goes into excessive detail for your interest. 3. Intelligence Memorandum: "Soviet and Cuban Intervention in the Angolan Civil War." Largely past history, but attempts to answer the question whether Soviet-Cuban intervention in the war was primarily a response to the involvement of other outside powers, or fundamentally intended to create a government in Angola beholding to the Soviet Union. The paper concludes that the latter was the primary objective; that the Soviets wished to reestablish their revolutionary credentials in the Third World, to underline that they were more capable than Peking to aid movements of national liberation, and to give themselves' a basis for extending their maritime and air activities.
