MEMORANDUM FOR: Admiral Taylor
In order to assist you in eliminating duplicate items prior to
our 10:30 a. m. skull session with the Director tomorrow, here
are some comments and possible questions which might be helpful.
a. In the first place, I assume that there has been
either an oral briefing or a document which I have not
seen. I say this because I really believe this memoran-
dum is not comprehensive enough for the unwashed, of
which I understand there are some.
b. Page 2 - I suggest having some examples of the
fourteen USIB standing committees and how they operate,
as well as a list of these committees. A brief statement
of their functions might be immediately available.
Possible question: How many National
Security Council Intelligence Directives are there, and
can you give us an example or two of their contents?
I note that the memorandum assumes
that intra-community coordination is of secondary interest
to the Task Force. I would think that this would be of
primary interest.
c. Page 3 - The guidance for covert action is listed
at Tab B, but Tab B does not refer to the basic charter
under which CIA undertakes covert operations. This, to
me, would seem to be important.
I would not have said that I believe it
was never intended that the National Security Council be
looked to for effective continuing intelligence guidance.
I believe this might provoke some questions as to who
we think is responsible for this.

d. Page 4 - Possible question: What is a National
Security Action Memorandum? How does it differ from
a National Security Council Intelligence Directive, and
could you give us an example or two of NSAMs which are
particularly important to CIA?
e. Page 6 - Possible question: I understand the SIG
and IRGs were established in the spring of 1966. How
often do these groups meet? Could you give us a specific
example or two which would. illustrate the manner in which
intelligence problems are handled by these groups and the
specific assistance or lack thereof rendered to the CIA?
f. Page 9 - Possible question: Could you elaborate
on how you would exclude intelligence and covert action
activities from the consolidated programs and at the same
time ensure that the necessary and appropriate policy-
making officials give these activities due consideration
in the over-all scheme of things?
g. Page 12 I subscribe in general to John Clarke's
comments, which I have already furnished you, about the
lack of adequate information on the DCI's role as the com-
munity intelligence coordinator. I would think there might
be a good many questions in this area.
