Invitations to the Director, the Deputy Director, and the Executive Director-Comptroller to speak outside the Agency normally go directly to one of the three officials concerned without prior refer- ence to the Director of Training. Information copies of invitations to the Executive Director-Comptroller to address outside groups are sent to the Director of Training. 2. It is the normal procedure for the Director, the Deputy Director, and the Executive Director-Comptroller either to accept the speaking invitations addressed to them or to delegate the speaking assignments to senior officials in other parts of the Agency. Outside agency or departmental requests for speakers from components of the Agency other than the Office of the Director are handled by the Office of Training under Regulation requests from non-government organizations for Agency speakers are handled by the Office of Mr. Joseph C. Goodwin, Assistant to the Director. 3. The Director, the Deputy Director, and the Executive Director- Comptroller regularly receive invitations to address the senior military schools. One or more of these officials speaks at least once at these major military service schools: National War College, Washington, D. C. Industrial College of the Armed Forces, Washington, D. C. U. S. Army War College, Carlisle Barracks, Pennsylvania Naval War College, Newport, Rhode Island Air War College, Air University, Maxwell Air Force Base, Alabama Marine Corps Command and Staff College, Quantico, Virginia Armed Forces Staff College, Norfolk, Virginia Defense Intelligence School, Washington, D. C. Approved For Release 2005/05/1 o 6P80M0 04` ~,b040019-4 4. Attached is a list of the major speaking engagements made outside the Agency in CY 1966 by the Agency's three highest officials. This listing, which is compiled from the Office of Training records, is incomplete, not only because original invitations to the senior Agency officials do not usually come to the Office of Training, but also because no one on duty this week in the Director's office was able to provide a complete list of Mr. Helms' outside speaking engagements during CY 1966. This information can be secured early next week and forwarded to you. 5. A detailed list of outside speaking engagements in CY 1966 filled by other Agency personnel is being compiled and will be forwarded to you in the near future. 25 Approved For Release 2005/05/16 : CIA-RDP80M01048A001500040019-4 Director of aini~ Director of Training Approved For Release 2005/0516: I~dc' DP80M01048A001500040019-4 1 Approved For Release 2005/05/16CJA-RDP80MO1048AO01500040019-4 Outside Speaking Engagements in 1966 for the Director, the Deputy Director, and the Executive Director-Comptroller By the Director* 24 March - Admiral Raborn delivered some informal remarks when he was presented the James Forrestal Memorial Award by NSIA April 24 June - Admiral Raborn spoke to the Inter-American Defense College at Fort McNair Admiral Raborn spoke at the Graduation Ceremony of the Armed Forces Staff College in Norfolk 12 October - Admiral Raborn -- who had accepted this invitation while he was DCI -- spoke at the Naval War College 18 October - Mr. Helms addressed a joint session of the National War College and of the Industrial War College at Fort McNair By the Deputy Director* 29 November - Vice Admiral Rufus Taylor, USN, spoke to the St. Louis "Roundtable" in an off-the-record talk As stated in the covering memo, the list of Mr. Helms' outside speaking engagements is incomplete at this time. f- p, Approved For Release 2005/ Li Approved For Release 2005/05/16 : CIA-RDP80M01048A001500040019-4 By the Executive Director -Comptroller 27 January 12 April 19 May 2 7 July 22 September 28 September 18 October Colonel White addressed the National Interdepart- mental Seminar in the Headquarters Auditorium Colonel White addressed the National Interdepart- mental Seminar in the Headquarters Auditorium Colonel White addressed the 39th Class of the Armed Forces Staff College in Norfolk, Virginia Colonel White addressed the National Interdepart- mental Seminar in the Headquarters Auditorium Colonel White addressed the National Interdepart- mental Seminar in the Headquarters Auditorium Colonel White addressed the Army War College at Carlisle, Pennsylvania Colonel White addressed the National Interdepart- mental Seminar in the Headquarters Auditorium Colonel White addressed a(jointisession of the National War College and of the Industrial College of the Armed Forceslat Fort McNair Colonel White addressed the National Interdepart- mental Seminar in the Headquarters Auditorium Colonel White addressed the 40th Class of the Armed Forces Staff College in Norfolk, Virginia Approved For Release 2005/05/16 : CIA-RDP80M01048A001500040019-4 Approved For Release 2005/05116 : CIA-RDP80MO10 001500040019-4 q11N1STRAT,,,_1NTX_R%AL USE ONLY 4 Au at 1965 MEMORANDUM FOR: Director of Trai"tag THROUGH Deputy Director foe Support X"ERENCE : Memo dtd 2 Aug 65 to ExDir f'r DTR, subj: External Presentations Usually Made by the DCI, the DDCI, or the ExDir-Compt.
