SUBJECT : Outside Speaking Engagements in CY 1966
By the Director, the Deputy Director, and
the Executive Director-Comptroller
1. Invitations to the Director, the Deputy Director, and the
Executive Director-Comptroller to speak outside the Agency normally
go directly to one of the three officials concerned without prior refer-
ence to the Director of Training. Information copies of invitations to
the Executive Director-Comptroller to address outside groups are sent
to the Director of Training.
2. It is the normal procedure for the Director, the Deputy Director,
and the Executive Director-Comptroller either to accept the speaking
invitations addressed to them or to delegate the speaking assignments
to senior officials in other parts of the Agency. Outside agency or
departmental requests for speakers from components of the Agency other
than the Office of the Director are handled by the Office of Training
under Regulation requests from non-government organizations for
Agency speakers are handled by the Office of Mr. Joseph C. Goodwin,
Assistant to the Director.
3. The Director, the Deputy Director, and the Executive Director-
Comptroller regularly receive invitations to address the senior military
schools. One or more of these officials speaks at least once at these
major military service schools:
National War College, Washington, D. C.
Industrial College of the Armed Forces, Washington, D. C.
U. S. Army War College, Carlisle Barracks, Pennsylvania
Naval War College, Newport, Rhode Island
Air War College, Air University, Maxwell Air Force Base,
Alabama
Marine Corps Command and Staff College, Quantico, Virginia
Armed Forces Staff College, Norfolk, Virginia
Defense Intelligence School, Washington, D. C.

4. Attached is a list of the major speaking engagements made
outside the Agency in CY 1966 by the Agency's three highest officials.
This listing, which is compiled from the Office of Training records,
is incomplete, not only because original invitations to the senior Agency
officials do not usually come to the Office of Training, but also because
no one on duty this week in the Director's office was able to provide a
complete list of Mr. Helms' outside speaking engagements during CY 1966.
This information can be secured early next week and forwarded to you.
5. A detailed list of outside speaking engagements in CY 1966 filled
by other Agency personnel is being compiled and will be forwarded to
you in the near future.
