They are intended to be for very general guidance. We have lost one of our ablest speakers in Kirk, and, as I have already indicated, I do not propose to fill his shoes in this area. This does not z nean, of course, that I am not more than willing to assist in any appropriate way. However, in- asmuch as we have a new DCI who rather likes to make presenta- tions and a new and extremely professional DDCI, I think that we have to take an entirely new look at the question of presentations, both external and internal, which the DCi, DDCI, and Executive Director should be expected to make. I am sure that we have plenty of talent elsewhere in the Agency to pick up the chores in this area for which we depended on Kirk and which the DCI, DDCI, and Executive Director do not now wish to undertake.
