1. The deficit =r. our balance of payments and the
problems associated witht continue to be major problems
which influence national security policy along a broad front.
The prospects that they will cease to do so in the immediate
future are not bright. I t Binh we must, therefore, make sure
that financial clef_ ents in our relations with other countries
are given a proper ?r,eight in any transactions we have with
them. Conversely, we :rust be sure that any financial trans-
actions and arrangements we make with other countries tie
in with our broader forei,7n policy needs.
2. 14hereore :equest that the Secretary of State, in
exercising his cuordinat:._, responsibilities for all our dealings
with other countries, give ecial attention to c:il poirt. He
should see that the S~ r l ry of the TreasL ry is informed in a
timely- way of sitnlftcant forthcoming negotia;.io ns Or renegoti-
ations on any topic involving those ioreign countries with Which
our financial relations are particularly important, I request
