MEMORANDUM PaR: Assistant for Coordinet on
SUBJECT : Planning for National Dmirgency and Wartime Situations
1. It is reqnested that you initiate a study with priate
recommendations for the Director of Central intelligence DCI), Which
woad provide en adequate base for the sabsegnent development of formal
implementing national emergency and Wartime plans and preparations by
the DCI and the Central Intelligence Agency (CIA). The study Shoed
take into consideration varying eonditions of national emergency short
of war, limited war, or full-scale war. It Should be directed toward
covering, under these varying conditions, the following interrelated
and esseatial items:
a. The functions, sad their soave and character, which
Should be carried out by the headquarters components of the CIA;
b. The extent and character of the support Which Should and
could be rendered by the CIA end other meMbers of the intelligence
community to the DCI in his efteetty as the principal intelligence
officer of the United States Government and coordinator of all
United States foreign intelligence activities, incluOing analysie
of the support role and the responsibilities of the United States
Intelligence Board (138Th).
2. The principal objective of the study should be to arrive 0
determination as to what we (at the Washington Headquarters level).Ahould
do when national emergency occurs or war starts. These renemaindations,
which if implemented, might affect the functions or pleal,erether agencies,
should be so identified.

3. In preparing the study id ecoimsend?s, consideraticu imzst be
given to:
a. The continuing uality 97 the role of the DCI, and his
specific responsibilities as delineated in the President's letter
of 16 January 1962;

f. Significant changes in the patterns of intelligence activity
which might mew es a resat of Ya171-ng levels of specified contingencies.
4. You should, of course, Izeelkje mind that plans for emergency end
artime situations mutt provide for rivid, effective, and smooth trensition
to an emergency or wartime operational status, under the various contingencies,
and your recommendations Should be consistent with this requirement.
5. The study sad recommendations will require appropriate consultation
with other Government departments and agencies, including the Office of
Emergency Planning (ONO, to ensure coneletency with national policy and
thinking.
6. I would appreciate your bringing the study and recommendations to
conclusion at the earliest date consistent with proper analysis of the complex
factors involved therein.
7. I an instructing all components of the CIA to afford you fel
assistance and support in carrying out this important tea. In this con-
nection, I particularly desire that you examine existing internal CIA
arrangements and activities for amergenay planning, e.g., the DD/P War Piens
Staff and the DD/S Emergency Planning element, in order to recommend appro-
priate CIA arrangements for carrying forwerd detailed planning and preparations
on this subject.
8. I will also request the other departments and agencies concerned to
provide such assistance as may be required.
