a. There was nreliminarv agreement on t1 he need by
mid-summer for a U. S. Government statement from a high source,
possibly the President, expressin our view of post-Castro Cuba.
b. An analysis is to he prepared by State, CIA, and USIA
cov( ring specific aspects of the Cuban society (1) under Batista;
fi:) ender Castro, incl~zdin the revolutiDn's aims as stated and as
real?zed to .late; and (3) under a post-Castro regime, including ac-
tions we would be prepared to take to help in the reconstruction of
Cuba. Amon, the subjects to be included in the comparison are:
education, tax sy tem, defense, houzs''ng, land ovmcr-hip, economic
development, religion, and civil right,, including press freedom,
racy. relations, and the ad-ninist_ration of justice.
c. T :ere %.%as a recognized need to interest non-governmental
instit'itions such as the Council on Foreign Relations or the Brookings
Institution in )rccnarinq studies on noct-Castro Cuba. A White House
