At a meeting on 12 January including DCI, Mr. Bundy,
Secretary Rusk, Secretary ?McNamara, Mr. Johnson, and
General Taylor, it was agreed to study the question of an
abort procedure for U-2 missions over Cubs. A question
was raised as to how many sorties would have aborted in
the last 30 to 45 days if there had been in effect a procedure
calling for an abort when a signal was received to the effect
that (a) fruit- set radar had swept the U- Z or (b) that the radar
was locked on. STAT
DD/ R is requested to review SIGINT to develop the above
orm.atiun.
DD/R is to advise the DCI whether SIGINT received by
the present aircraft and surface ship warning system can
be communicated to a U-2 pilot to instruct him to abort .
the mission.
