1. Secretary McNamara called me about noon on Saturday. 5 January, to
state that he was going to mare a budget presentation to Congress later on and
needed to use some figures out of NIE 11.8 (Soviet Strategic Forces) on a Secret
rather than a Top Secret basis.
2. Specifically. he indicated that he wanted to use the Soviet missile
capabilities in 1967 such as indicating the ranges of our Estimates, I. e.. 300.600,,
etc.
3. He did not feel that this information was really Top Secret and asked
that we allow him to use it on a Secret basis.
4. I told him that I would check it out and have his office informed on
Monday. Please take appropriate action accordingly.
