REFERENCE:
1. The attached memorandum from The Joint Chiefs of Staff was
handcarried yesterday. It was discussed briefly in Executive session of
USIE meeting this morning, General Ereitweiser was not aware of its
existence and Admiral Frankel (representing DIA) had only limited knowledge
of it.
2. I think that the SAC 11.2i are also being equipped with ECM equipment.
General Bioko pointed out that the problem, which leads to compromise, is
aot so much the installation in aircraft as it is the employment of the equipment.
3. Please prepare an appropriate reply for the Director's signature
as well as a covering memorandum giving him the facts in the matter. In
the event the ECM equipment being installed in the C-123e for is the
same type of equipment, please also cover that.
