Good progress has been made within the Agency. We have new reached the stage where we may profitably COW* sictor whether improvements may ale* be made in CIA's internal facilities. 1. I am therefore appoiciliti at my office to chair force to review the adm1xistr*tiv. procedures and management of same of our larger proprietary proiects. I am also asking each addressee to designate one full-time representative to serve on the task force, which should complete its work in 40 to 90 days. Since several of the proprietaries to be examined are administered by the Covert Action Staff, 1 ithosid prefer that the DD/P member of the task force be Qrawa from another part of the Directorate for Plans. 3. The findings and recommendations of the task force wiU be addressed primarily to admiMstrative, budgetary and manpower controls ant will take into account both the current and anticipated requirsvnents for covert action and the importance of granting appropriate discretion- ary to the overt rnanagernent of proprietaries.
