1. Would you please prepare for the Director's signature a reply
to the attached letter of l August 1964 from General Earle C. Wheeler,
Chairman, Joint Chiefs of Staff. Walter Elder says that the Director
ill accept the invitation to be a member of the Blue Senior Policy Team.
There is some possibility that General Carter may be out of town on the
dates of the exercise so you probably should not name him specifically as
a member of the Red Senior Policy Tearn.
