Meanwhile, in response to my memorandum of May 14, 1964, there has bean issued by the U. S. Intelligence Board's Security Committee a preliminary assessment o the recently- discovered, extensive audiosurveillance penetnation of our Embassy in Moscow, and it is understood that the preparation of a final -:'eport by the U. S. Intelligence Board remains to be completed.
