The reference memoranda, above, were submitted on the
sutject of National Security Action Memorandum 170 of July 6,
1962 following my memorandum of October 7, 1963, requesting
consultation with the agencies concerned and the submission
of a-rolleort setting forth views and comIlents on the, subject
matter of Presidentially-approved recommendations which had
been made Ly the PresIdent's Foreign Intelligence Advisory
Board on June -)6, 1-)6'1 with respect to audiosurveillance
intelligence collection and co-ntermeasures, It is noted that
these submIssions include uncoordinated, and in significant
instances, conflicting views concerning the organi7,ation and
orientation of actions considered appropriate for attacking
the problems involved.
Meanwhile, in response to my memorandum of May 14, 1964,
there has bean issued by the U. S. Intelligence Board's
Security Committee a preliminary assessment o the recently-
discovered, extensive audiosurveillance penetnation of our
Embassy in Moscow, and it is understood that the preparation
of a final -:'eport by the U. S. Intelligence Board remains to
be completed.
In .v!ew of the national security implications of positive
andrdefensive aspects of the over-all audiosurveillance subject,
and the relevance of the Moscow penetration, I aould appreciate

of a U. S. Intelligence Board-coordinated report reflecting
the findinLs, conclusions and recommendations of the
intelligence community on all significant phases of the
matter (including the final assessment 17 the Ti. Intellft-
gence Board of the Moscow penetration development). I would
also lice tc have coordinated proposals for specifc aL-.t.lons
to achieve, in line with the objectives of recommendations
made by the 2resident's Board the most effective possible
organi7ation, management and coordination of the intelligence
community,s resources and capabilities For research and
development, and operational application of audiosurveillance
collection and countermeasures techniques.
It is requested that your report be furnished to this
office and to the President's Board by July 20. 1964.
