At your request, I have reviewed the testimony
given by the DD/S&T and me on Soviet compliance with
the SALT ONE agreements before your subcommittee on
11 February 1975. I concur with the deletions you have
indicated.
Additional- recommendations for deletion are
bracketed in red in the attached text.. These additional
deletions are the result of the several reviews just
completed. The deletions are based on the need (a) to
protect sensitive sources and methods, (b) to insure
that the US Agreement with the USSR to respect the
confidentiality of SALT negotiations including issues
raised in the SCC has been observed, and (c) to remove
portions which might seem in conflict with US positions
taken in the on-going SALT negotiations and in the SCC.
I would be pleased to consult with you with respect
to these recommendations and to discuss summary language
or paraphrasing to permit the publication of as much of
the substance of this testimony as possible without
revealing specific material which we judge to be
sensitive.
