Thank you for your note concerning the
proposed letter to Gen. Graham on Weapons
Systems Committee from Mr. Colby. This
subject was discussed in a meeting in my office
on 28 A ril.
(the IC Staff action officer) attended
this meeting at which we agreed on the sense
of our interim response. In the interest of more
complete staffing we should have shown you the
finished version but I assumed that since we had
alread received verbal concurrence from
and~on the substance it was not necessary.
The purpose is to furnish a response to Danny
which will provide us time to get all equities
assessed and coordinated.
