the recent strategic briefing you gave chancellor Schmidt and
Foreign Minister Genscher in Bonn.
The favorable impact of the briefing not only marks another
tribute to your professional skills and. to the wholehearted
energies you devote to every mission you undertake. In a
far broader sense, effective consultations such as this con-
tribute most importantly to our ties with the Federal Republic
of Germany and to the interests we and the FRG share in
maintaining a strong Atlantic Alliance.
