I was pleased to learn of your safe escape from the
recent tragic events in South Vietnam.
I trust that the refugee relief processing system will be
able to ensure adequate handling of your case and that the
Voluntary Agencies, which are arranging for sponsorship
under this system, find a proper place where your wide
range of capabilities can be used productively.
While my organization has no appropriate vacancies at
this time, you can be sure that you will be kept in mind and
that you will be contacted if a suitable vacancy is found,
either within this Agency or on the outside.
Please accept my best wishes for your future in the
United States.
Since rely,

Saigon, Vietnam
The following information is submitted to bring you up to date on the
status of the Regional Force/Popular Force training film which we
jointly entered into in November 1969. The raw footage and the sound
tapes are back from. the United States, and are presently being safe-
guarded in our JUSPAO motion picture facility. The results have been
reviewed and it appears there is sufficient quality footage to produce
a first-rate motion picture.
.TUSPAO will make their facilities and equipment available to a civilian
Vietnamese editor who-is to be contracted for as a project manager by
MACCORDS. Ile will require an intensive orientation on territorial
security in order to produce a credible product. Our CORDS staff of-
ficers are ready to assist whoever you may determine is to.conduct
this orientation.
There is one area in which we need assistance. There is a need for a
Vietnamese officer to work with the editor as a technical advisor.
Ideally, this officer should understand and appreciate the territorial
force effort, be proficient in political warfare, and understand the
techniques of motion picture production. If possible, he should have
had some knowledge of the original script and filming sequence. Major
I meets all the
requirements, and would be an appropriate choice. I you agree, tem-
porary duty fo with the General Political Warfare Department
might be a possible solution to this problem.
Sincerely,
W. E. COLBY
