As you know, o t year we made a series of highly
important trips n behalf of the President. Many of -
these trips were in secret, and all of them involved complex
administrative arrangements confined to only a very few people.
The success of these mission was in no small measure due
to the crucial participation of

was one of the two men principally involved in
these operations. His diligence, efficiency, and resourcefulness
were evident and outstanding. His mission called for initiative
and discretion, and competence of the highest calibre. His per-
formance was uniformly first rate.
I therefore want to express my appreciation to you for having
provided my team with the assistance of such a highly qualified
professional. Please infor of my gratitude
for the many long hours he spent in serving his country so ably.
I trust that a copy of this letter of appreciation will be placed in
file and be considered during any personnel
action which may involve him in the future.
