In accordance with your request, on 27 September 1967 I saw Mr. Robert F. Keller, General Counsel to the Comptroller General, to obtain his reaction on the proposal set forth in the referent memorandum and attachment. Mr. Keller was aware that, as a practical matter in the past, we had taken action under our general authorities for certain benefits or expenditures not provided in our specific authorities and had been in agreement that our general authorities were broad enough to take such action. He, therefore, stated that he found no difficulty with our proposal to adopt this as a general concept to keep our employees abreast of other Government employees, particularly the Foreign Service, in various administrative benefits. He agreed that the concept would probably be acceptable to our Subcommittees and saw no reason for his office to consider the matter further. LAWRENCE R.
