SUBJECT : Approval Authorities
REFERENCE : Memo dtd 29 Jul 65 to ExDir-Comp[ fr DD/S;

1. This memorandum contains a recommendation for your approval;
such recommendation is contained in paragraph 4.
2. Paragraph 7b of the reference contains a delegation of authority
from the Executive Director-Comptroller to the Deputy Director for Support
authorizing the Deputy Director for Support to approve activities other than
research and development involving funds not exceeding hen such
activities are not specifically included in DCI-approved office budgets and
programs. The reference does not indicate that I have the authority to re-
delegate any portion of this authority to Support Office Directors.
3. None of the Support Office Directors has the authority to reprogram
funds for unanticipated needs. Such reprogramming is necessary when equip-
ment purchases are at variance with amounts shown in approved budgets. Un-
programmed travel by the Office of Communications during crisis situations
is a further example. The Office of Logistics frequently encounters unpro-
grammed repairs for such critical items as chillers, cooling towers, broken
water mains and malfunctioning transformers. In order to provide for more
timely correction of matters requiring reprogramming action, it would be
desirable that Support Office Directors have some authority for instantaneous
action without approval by higher authority.
4. It is recommended that you authorize the Deputy Director for Support
to delegate to each Support Office Director the authority to approve activities
other than research and development involving funds not exceeding

when such activities are not specifically included in DCI-approved office
budgets and programs. If this recommendation is approved, I will, of
course, continue to submit for approval by you or the Director of Central
Intelligence any proposed commitment of funds for any purpose, regardless
of magnitude, when such undertaking is believed to be particularly sensitive
or of significant interest.
