Dear Mr. Helms
I am honored to invite you to visit Air University and ad-
dress the Air War College Class of 1972 on "The Role of the
Intelligence Community" at 9:30 A.M., Tuesday, 26 October.
Your presentation once again is early in our new academic
year during the area of study on "National Power and Policy."
The phase of instruction in which your lecture is to be
given is "Formulation of National Security Policy," wherein
we examine the governmental and other processes which in-
fluence the policy-making process. The attached scope
sheets show how your presentation fits into the overall
area of study (Attachments 1 and 2). You will receive a
complete instructional circular on this phase, along with
the required student readings, within the near future.
We suggest that you lecture for approximately forty-five
minutes, then after a short coffee break, answer questions
for a similar length of time.
The Class of 1972 will be composed of 288 students. In
addition to Air Force colonels and lieutenant colonels, our
student body includes officers of other US military services,
representatives from key agencies of the US Government, and
military officers from the United Kingdom, Canada, Australia
and Germany. All are cleared for TOP SECRET by their
respective service or'agency; however, the allied officers
are authorized to receive only such US classified informa-
tion as has been approved for release by appropriate dis-
closure authority. Although we would prefer not to exclude
them from your presentation, we can do so if their attendanvie
would restrict coverage of the subject you judge necessary
for our US students.

The attached biographical sketch is forwarded for your review
(Attachment 3). We would appreciate your including any changes
you may wish incorporated and returning it to us when conven-
iently possible.
I understand the heavy demands of your schedule during this
period and appreciate your continuing interest in Air Univer-
sity and support of the Air Force educational program. Your
presentation will once again be one of the highlights of our
academic year.
