SUBJECT : Undersecretaries' Committee: Management
of Overseas Intelligence Personnel
1. On May 3, 1 met with Glynn Mays and the small staff in
State which supports the Undersecretaries' Committee. The staff
has not done a comprehensive summary since 1972, and its infor-
mation is not readily reducible to coherent overviews without many
man hours.
2. Mays welcomed IC interest and hoped the DCI, in his inter-
agency hat, would take a more active role in screening intelligence-
related personnel justifications. He offered full access to their
records when useful to us. He feels his principal problem lies in the
tendency of Defense to classify many positions as intelligence justified,
while resisting the management process generally.
3. Only those Defense personnel coming under the jurisdiction
of the Chief of Mission are affected by the process: this leaves out
all those operating under a theater commander and (I suspect) some
in joint staff organizations. A check of a couple of country sheets
showed no really detailed breakdown: so many for Attache office,
for Communications, and for DACA. In most cases,
the "justification" is really done at the Chief of Mission level when
Washington refers the numbers to him for comment.
4, Mays notes that the Committee's charter is up for renewal
this spring and Defense is arguing strongly in favor of disbanding the
function. Mays has no feel for Kissinger's inclinations, but noted
that this was the only place such overview information is collected
in a more or less meaningful manner.
