The first DRAWSTRING (HF modernization) Steering Committee meeting was convened 7 March 1974 at NSA under the chairmanship of Mr. The purpose of the meeting was to acquaint participants from all interested Agencies, the SCAs and military departments with the purpose of the committee and to provide a status report on DRAW- STRING. represented the IC Staff. 2.1 utlined the purpose of the Steering Committee to be a forum in which participants could: a. Be provided the status of all aspects of the DRAWSTRING endeavor. b. Express concerns or problem areas, make observations, and submit ideas and recommendations for consideration. c. Participate in study group efforts. d. Review study group efforts. e. Be the body for personal contact. 3, indicated that the Steering Committee should work on an informal as is as tar as possible. He also advised that the committee was not to be a vehicle to replace formal coordination nor, is it intended that the committee meet on a regular schedule. The committee would meet when requested by the Special Projects Office or by any participant. 4.1 for DRAWSTRING, presented a briefing on the SPO organization, scope and objectives of DRAWSTRING, contract status and schedules for the project. a. The SPO, a group of about 40 people, is subordinate to the Deputy Director for Research and Development (DDR) and has been designated as R-99. The SPO will look to the Steering Committee for guidance and assistance in keeping the project on track and assuring that the concerns of all participants are considered in the development of the project. 25X1 d. The schedule for DRAWSTRING is ambitious, but believed to be workable. Basically, after ASD (I) review of the Development Concept Paper in July, NSA believes they can complete specification preparation between July and September and obtain ASD (I) specification approval by October, then go to contract by 1 March 1975. NSA estimates that it will take 16 months from contract to first site Category II test completion. A detailed schedule is attached at Enclosure 1. 5. To support the development of DRAWSTRING, the SPO has eleven in-house studies underway: - Satellite Earth Terminals - Search Acquisition - Timeliness - Bauded Signal Processing - Collection Data Relay Optimization - Narrow Band Direction Finding (NBDF) - System Data Error Rate - Ease of Modification - Morse Studies - System Self Test - System Availability 25X1 These studies are intended to assist in the development of the design concept phase of DRAWSTRING indicated that while these were primarily in-house studies, they welcomed participation from all interested agencies and services. 6.1 discussed a group of eleven Govern- mental ~;t It, I ic:s which NSA believes should be accomplished in order to make 25X1 Approved For Release 2004/03/26 : 9IA-RDP80M01082A000100110015-7 Approved For Release 2004/03/26 : CIA-RDP80M01.082A000100110015-7 DRAWSTRING work. These studies are to be conducted under the sponsor- ship of the committee and in some cases will be accomplished by the committee. It was stressed that while no specific agency or organization has been selected to work on each study, R-22 desired as much participation as possible. The preliminary list of study topics are: (Asterisk indicates the topics in which DCI/IC have interest and will either participate in or review the study results.) * - Direct Support (support to military commanders, support during peace time and contingency situations, etc.) * - Site Selection and Phasing (to include political considerations) Modernization vs Remoting Small Sites * - Process Flow/Organization of Central Operating Facility (COF). (Includes information flow, interaction between operator and analysts, computer support, etc.) - DF in DRAWSTRING (includes BULLDOG, support to the tactical commander, phasing of DF operations, etc.) * - Alternative Levels of Mission Reduction (includes DRAWSTRING beginning with baseline of 1974 HF mission, prioritizing classification of intercept, looks at mission reduction in DRAWSTRING, the Steeg Manual Morse Study, etc.) * - Cost/Savings Amortization Model - Inclusion of Non-HF in DRAWSTRING * - Sizing of Site Collection Capability (includes proper distribution of collection responsibility, size of each site, etc.) - Composition of Manning for the COF (mix between military and civilian) Two additional topics were advanced during the briefing and have been added to the list. They are: * - Timeliness (includes reporting timeliness to consumers, collection, processing, etc.) * - Contingency Scenarios (identification of other than crisis or hostile situations under which DRAWSTRING must operate). The Army representative (LTC Gardner) observed that these studies could not be treated separately. There are many inter-related areas and they must be considered simultaneously. LTC Gardner is now attempting to regroup the studies into a more logical grouping for study purposes. 8. The Air Force representative (LTCOL Cade) observed that CCPOP Working Groups were now in session developing resource considerations for the FY 76-80 time frame.
