3. "USIB Policy Establishing Uniform Security Processing Procedures
for Foreign Integrated and Liaison Personnel in the United States."

The Committee discussed origin, authorities, purpose, intents
and implementing procedures of "USIB Policy Establishing Uniform
Security Processing Procedures for Foreign. Integrated and Liaison
Personnel in the United States, " USIB-D-9. 1/11, 20 September 1966.
It became apparent that there was some variance in interpretation and
compliance among members, The CIA member proposed and it was
agreed that each member review the current procedures and application
of this policy within respective departments and agencies. The review
would attempt to determine:

(a) Whether security assurances are obtained
from sponsoring foreign governments which indicates
the level of security clearance and area of "need-to-know."
(b) Whether US Departments are conducting the
required security check and providing the required
information to the CIA and FBI.
(c) Probable reasons for non-compliance and
proposals for modification to the policy if considered
appropriate in today's environment.
The results of this review may be provided to the Chairman as it is
completed, but no later than the next meeting of the Committee.
4. ComraunitVLimited Access Intelligence Register -Status Report
provided a status report on action of the
Community Limited Access Intelligence Register (CLAIRE) Working
Group. The Chairman of the Working Group has received comments
from all participating agencies as to their view of CLAIRE. The
comments have been reviewed with the CIA Office of Joint Computer
Support and a report is now being drafted for members of the Working
Group.

5. Uniform Guidelines for the Downgrading and Declassification of

to develop uniform guidelines for the downgrading and declassification
of documents which contain information concerning intelligence
sources and methods. Concurrences on the latest draft have been

received from most departments and agencies. The Navy member
submitted a revised guidelines paper in an attempt to express the
guides more clearly for potential users who might not have an
intelligence background.

I recommended and the Chairman concurred that
the Working Group be reconvened to resolve minor differences inherent
in comments of the members and to produce a final guidelines paper for
Committee consideration at the September meeting. said
that he has been in contact with Mr. Edwin A. Thompson, Director,
Records Declassification Division, National Archives, to coordinate
actions. Mr, Thompson is acting as the representative of Dr. Rhoades,
National Archivist.
6. Computer Security Subcommittee - Report

CIA, representing the Chairman of the
Subcommittee, provided a status report on the actions of the Computer
Security Subcommittee:
(a) The Army Member of the Subcommittee has
completed his review of the first draft of the compre-
hensive computer security policy paper being developed
by the Subcommittee for the community. This initial
review by the Army member was to ensure the
completeness of the initial paper from a technical
viewpoint. Copies of the draft, modified by the
Army's review, will now be made available to all
Subcommittee members and will serve as a basis for
discussing the paper's merits at a meeting in
September.

(b) I reported that completion of
the Subcommittee's update of the September 1970
computer threat analysis continues to be delayed
by the lack of CIA input to the paper. It is still
anticipated that CIA will provide substantial material
for this updated documents indicated
that this input is now expected to be received on or
about 20 September, The Chairman offered to assist
the Subcommittee by attempting to expedite receipt of
the CIA input; however, such action was not considered
necessary at this time,

Concerning the Subcommittee's efforts to develop the computer security
policy paper, the NSA member asked whether research and development
components of the community had been solicited for input.
replied that no coordination of the paper had been specifically directed to
our R&D elements, since the exercise primarily concerned the develop-
ment of a policy paper. At the same time, during the coordination cycle,
it is expected that R &D elements will be solicited for comment along with
other components of participating agencies.
7. Subcommittees of the Security Committee
The Chairman led a discussion on the formation. method of
Dperation and relationship with the Committee of the subcommittees.
In his remarks or in response to specific questions by the members,
the Chairman said he:
(a) would appoint chairmen with the concurrence
of the DCI;
(b) would appreciate written nominations for
chairmen and members for all subcommittees on which
representation was desired;
(c) would not state any specific requirements for
grade or rank of membership. However, he had informed
the Board of his intention to abide by the DCI's memorandum
of 16 May 1974 in this regard and hoped the Board members
would do the same. In general, the Chairman expressed
the desire to have nersonnel assigned to the Committee
and Subcommittees with wide knowledge of the organization,
missions, functions and activities of their respective
agencies in the case of Security Committee members,
access to their USIB nrincipals, all required specialized
knowledge, the capability to obtain expeditious coordinations
and to be the best man to get the job done;
(d) anticipated -working closely with the Chairmen
of the Subcommittees and helping them in all possible
ways to press on with their work. All Subcommittee
Chairmen will be asked to attend meetings of the
Committee and to maintain close contact with the
staff of the Committee,

Technical Surveillance Countermeasures Subcommittee
It was acknowledged that this was formerly a very active, well-
organized committee which produced valuable. material for the intelligence
community, Currently in a holding pattern, the Chairman anticipates
resumption of its activities. The TSCS will require a Chairman and
Secretary at the earliest possible time, A meeting of current members
of the Subcommittee will be held on 13 September. i11
attend and chair this meeting which is viewed primarily as an organi-
zational get-together. The membership may change and the Chairman
of the Security Committee will welcome suggestions from the members.
Computer Security Subcommittee
said that he proposes this Subcommittee continue as
constituted for the present, has informed that he will
be unable to continue as Chairman due to reassignment to other duties
within CIA.
Compartmentation Subcommittee
The Chairman mentioned that this is a new Subcommittee to be
formed under the auspices of the Security Committee. The Chairman
and Secretary will require in-depth knowledge of compartmentation.
It is anticipated that this Subcommittee will be engaged in extensive
coordination throughout elements of the intelligence community and
primarily with other committees of the Board concerned with
compartmentation.
The Navy member said that he endorsed the Chairman's concern
with a need for knowledgeable people in the compartmented area. He
noted that national compartmented projects subject to Navy management
had risen from 14 in 1971 to 31 in 1974. Many other projects are of
interest at different levels to other committees of the USIB or to
National Authorities. In 'the interest of reflecting a community
stature, the Navy 'member submitted a Navy candidate for Chairman
of this Subcommittee.
The Navy member also mentioned that he would envison a
State Department representative as appropriate for Chairman of the
TSCS.m

the Navy member proposed that consideration be given to the
i:ormation of a fourth Subcommittee of the Security Committee %o be
concerned with Research and Development in the security field. The
Navy member opined that CIA might properly chair and staff this
fourth Subcommittee.
The Chairman expressed appreciation to the members for their
-.-iewpoints and requested that designees for the Subcommittee chairmen
be submitted as soon as possible. The Chairman also said that in view
of the new charter he would like each USIB Principal to designate his
member to the Committee itself.
New Business
The Chairman advised the members that the Committee should be
alert to innovative concepts and activities to further security goals. The
Committee should not wait for USIB tasking but should initiate programs.
I$'n this regard the Chairman proposed the idea of preparing a series of US
defector cases analyzed to highlight detectable traits, postures or
c:ii cumstances.
The members responded favorably to this idea and it was agreed
that members would collect relevant materials and prepare first drafts
to be submitted to the Security Committee staff. The CIA member
mentioned that CIA had a fair amount of material in this line that could
?)e provided. He also mentioned that some previous actions by the
security Committee in connection with defectors or recruited personnel
r:ould serve as source data fcr the kind of treatment the Chairman had
in mind. The FBI member mentioned that the Bureau had done a similar
study some time ago and might now have relevant material. The
Secretary to the Committee mentioned that Army (ACSI) had recently
put out some material on defectors or recruited personnel that may be
1)f value. The Army member was requested to review the possibility
bf recovering this material and submitting it to the, Committee. The
NSA member mentioned that the NSA CI people might also be willing
and able to contribute some interesting data.
The Chairman thanked the members for their interest and
willingness to participate in this activity. All contributions to this
study should be carefully reviewed for applicability by the members
and then forwarded to the Security Committee staff for consideration.

At the direction of the Chairman the next meeting of the
Security Committee was scheduled for 1030 hours, Tuesday,
24 September 1974. The location of the meeting is set to be
held in Room 7D64, CIA Headquarters Building.
