Preliminary
The DCI, Mr. Colby, was present for a few minutes at the
beginning of the meeting. Since he recognized most of the Committee
members from the recent awards ceremony forl and 25X1
there was no need for individual introductions. The Director
expressed his appreciation for the past work of the Committee, commenting
that it had been one of the more effective committees and had contributed
measureably to the protection of our national security. In closing, he
exhorted the Committee to continue its good work.
1. Approval of Minutes
The minutes of the 92nd meeting were approved as published.

has delivered the material to Texas Tech University
for the first group of video tape lectures. It may be possible to use
some of these tapes in the May Fundamentals course.

5. Reports by Members
(a) The Chairman reported on a two-hour session at Departrnent
of State with Norvell Jones, Chief Counsel of the Congressiona
cornmittee on surveillance. Jones stated his interest in the physical
and technical surveillance of Americans in the United States and abroad.
Ilis specific questions, however, ranged to surveillance of foreigners
in the US and to national security leaks. The Chairrrian conirnetrted
that Mr. Jones appeared to he on a "fishing" expedition and recommended
that the TSCC maintain a low profile, even though the Committee, being
primarily interested in clef'ensive measures, would probably not he
bothe red.
(b) The Chairman reported briefly on the present state of
DCID 1/11 which delineates the future staffing and responsibilities of
the TSCC. The draft directive is still in the Security Committee, held
up by intra-CIA problems with disposition of certain of the directive's
responsibilities.

Next meeting will be 29 March 1974 at 1030 hours in room
6E0708 CIA Headquarters.
