Secretary on National Seourity at Treasury.
--Lieutenant General Elder is Director, J-5 (Plans
and Policy) for the J C3.
--Richard Ober, who represents Dr. Kissinger, is
also Executive earetary of the USCIC.
3. 1 have forned an Intelligence Panel to support the
Working Group and provide intelligence Inputs. Tri* Panel
hold its first meeting on 25 ? ctober. I chair the Panel.
