MEMORANDUM FOR: D/DCI/IC
SUBJECT A Program for the Intelligence Panel of
the NSCIG Working Group
1. The following comments supplement my memorandum of
24 October "Agenda for 25 October Meeting of the Intelli-
gence Panel of the NSCIC Working Group."
2. The Intelligence Panel program should focus around
the program: In what areas and on what matters do the
production elements of the Intelligence Community need -- or
want --guidance from the NSCIC?
3. The answer to that question will provide basis for
the formulation of specific project proposals and/or study
memoranda which the Panel can forward to the Working Group
with a request that the Working Group formulate action
recommendations for NSCIC approval.
4. The following are eight topics which could be
explored:
a. Expanding involvement of the consumer community
in the identification and formulation of Key Intelligence
Questions.
Should, for Instance, NSCIC Working Group
members be solicited in March to provide
proposed KIQs for inclusion in the new annual
set to be issued in July?
b. Means of identifying policy problems expected
to be of greatest interest within the next three months, six
months, or a year for which warning of impending foreign
developments would be of highest significance.

e. Means of establishing and sustaining policy
maker/intelligence dialogue in time-urgent situations.
d. Needed improvements in the system of flagging
warning information so as to heighten assurance that policy
level officials are aware that warning information is being
provided.
e. Involving intelligence consumers in post-
mortems of the functioning of the Intelligence Community in
particular crisis situations.
f. Enhancing consumer feedback on particular
intelligence products -- NIEs, NSSM inputs, and daily current
intelligence.
.g. Procedures for keeping the Intelligence Community
appraised of US policy objectives which should influence the
focus of intelligence collection and analytical efforts once
a crisis situation importantly involving US interests has
arised.
h. Identification of the most important intelligence
inputs required by military force planners and weapons
system designers for the period 10-15 years in the future.
