Subject: Agenda item for NSCIC WG
1. (U) In response to your memorandum of 2 November 1974,
the following comments. are proposed as a basis for
discussing intelligence responsiveness to. consumer needs.
2. (C).The members of the reconstituted NSCIC Working
Group are asked to. contribute to a critique, which will
serve as a basis for a future work program for the
Working Group. It is-submitted that a critique of this
nature may be premature for the reconstituted Working
Group, because the critique presumes an awareness, which
may be lacking, of the organization, methods, and current
efforts throughout the intelligence community.
3. (S) As a basis for common understanding and a better
knowledge from which to express candid views, it is
recommended that the NSCIC Working Group be afforded
background briefings. These briefings given by members
of the intelligence community during monthly meetings
of the Working Group,,could include, but need not be
limited to,,these subjects.
a. The purpose and membership of the, organizations,',
.i.:e..,.agericies committees, boards and panels, of the
intelligence community.
b. The purpose and scope of the. compartmented
intelligence classification system.
c. The principal on-going.studies. within the
intelligence community..
