1. Mr. Colby has instructed me to keep you informed re-
garding relevant IRAC subjects so that you may be extended an
invitation to attend meetings as an Observer for those items of
particular interest to your agency. In this connection, I will be
forwarding you agenda and other IRAC papers as appropriate.
2. Similar arrangements are also being made with the
Director, NSA.
