1. Presidential Memorandum on Leader-
ship and Management of the U. S.
Foreign Intelligence Community
(USIB/IRAC-D-22. 1/28, 15 October 1974)
Before addressing the regular agenda items, Mr. Colby commented
on President Ford's memorandum to him of 9 October. This letter re-
affirmed the Presidential memorandum of 5 November 1971 regarding the
DCI's responsibilities and authority as leader of the Intelligence Community.
2. Briefings on:
a. FY 1974 Financial Performance
b. Impact of Congressional Reduc-
tions on FY 1975 Program Plans
c. Proposed FY 1975 Financial Plans
Program managers or their representatives responsible for CIA,
CCP, GDIP, State, Special Air Force and Special Navy provided briefings
on their programs. A complete set of briefing aids used by the program
managers are available in the IRAC Secretariat.
Commenting on the briefings presented, Mr. Colby said he was
impressed with the degree the dollar figures are not subject to major
changes during the year. This appears to reflect that the program managers
are following their budgets rather closely.
3. Review of the Status of FY 1976
Program Development
Mr. Colby said he thought it would be useful to provide an over-
view of what appeared to be the overall financial picture for the Intelligence
Community for FY 1976. Using three charts to illustrate the difficulties,
Mr. Colby said that the impact could be seen either when one compared the
PDM with the 1975 figure or in comparison with the guidance prescribed by
OMB in its letter to the DCI of July 1974. (USIB /IRAC-D-74. 2/7, 29 July
