The Intelligence Research and Development Council Status Report which was reviewed at the 21 March 1974 Council meeting was forwarded by the Chairman to the DCI on 26 March 1974. Distribution of this report has also been made to the members of the Intelligence Resources Advisory Committee. 2. The attached memorandum from the Chairman of the Intelligence Research & Development Council is circulated for the information of IRAC. 2. Dr. Currie's memorandum states that he intends to report to the Chairman on a quarterly basis regarding the accomplishments of the R&D Council in satisfaction of the objectives for the intelligence community set forth in Mr. Colby's 6 September 1973 memorandum to the President. It is my intention to report to you quarterly as to accomplishments of the Intelligence Research and Development Council in satisfaction of the objectives for the intelligence community set forth in your 6 September 1973 memorandum to the President. 2. The first meeting. of the Council was held on 18 December 1973 signifying formal establishment of the Council. This session was essentially introductory in nature for the purpose of establishing the framework for subsequent meetings. It was the consensus of the members that the initial review of intelligence research and development would best be accomplished by pursuing the theme of determining technological opportunities, identifying technology gaps, and determining the responsiveness of intelligence community R&D to intelligence objectives. Members were asked to prepare a written description of the intelligence- related R&D under their purview which would be compiled into one document to provide a common basis of understanding. Secondly, each member was requested to prepare an oral pre- sentation of his respective program for delivery to the Council at future sessions. The purpose of these two actions is to provide an insight into intelligence-related R&D across govern- mental lines and to provide the forum for communication of Approved For Release 2006/10/31 : CIA-RDP80MO10182AO00200160016-0 Approved For Release 2006/10/31 : CIA-RDP80MO1082A000200160016-0 SECRET Attachment IRAC -D - 76. 2/1 individual R&D achievements, technology gaps, and program structure. A need was identified at the first session to establish a common security clearance level among the members to insure that compartmentation would not inhibit cross-program communications. Minutes of each session are distributed to the members and intelligence community organizations. 3. The first of the series of individual program pre- sentations was given at the 15 January 1974 Council session by Dr. Steininger and Dr. Stevens of the Central Intelligence Agency. Research areas which the CIA R&D effort is pursuing where improvements in technology hold high promise for cross- program intelligence applications were identified by the member= ship. With the attendance of the Assistant Secretary of the Army for R&D and the Under Secretary of the Air Force at this session, the membership of the Council became complete. It includes R&D representatives of all intelligence organizations within the Government, the Assistant Secretaries for R&D of the military services, the Director, Advanced Research Projects Agency, as well as Defense Research and Engineering represented by myself. The forum is now established to maximize communi- cations concerning intelligence research and development, whether within or outside the National Intelligence Program as now defined, or whether of national or tactical concern. 4. I expect the Council to complete its review of individual programs by the end of the next quarter. In the course of this review, the Council is investigating and will identify those technology areas where on-going research and development is proceeding well towards ultimate achievement of intelligence objectives, as well as illuminating any area where change in emphasis appears to be required. It is expected that a perspective of the R&D resources and technology allocated to the functional intelligence areas of collection, processing, and analysis will evolve and the Council will be able to formulate recommendations for appropriate shifts in emphasis in these areas. At an appropriate time, it is also my intention to discuss with you the various options developed by the Council, and define areas where the Council is likely to be of best service to you in the future.
