SUBJECT Ad Hoc Interagency Group on Exchanges
(IGE) Meeting--2 July 1974
1. ICS liaison was accepted during the 2 July IGE
meeting. During the previous week, F_ I 25X1
had
solicited my comments on the IGE Interim Report to USIB.
2. The IGE members will submit to the Executive
- Secretary, IGE any activities in which their departments are
involved regarding US/USSR exchanges, i.e., overall net
assessments, control of technology loss, and provision of
opinions on individual exchanges. Chairman, IGE proposed
meeting in the future separately with smaller groups in an
attempt to collate disparate departmental interests. He
thought such meetings would go further toward reaching a
consensus. In the process the Chairman will examine what
mechanisms already exist and question what new focus is
needed. After the survey, the full committee will meet in
early August and review a reworked draft for USIB. While
IGE had thought they had produced what was wanted in the
Interim Report, the USIB reaction was mostly negative to
their recommendations. Thus, IGE has lost its direction and
does not seem much further along than when initially re-
established earlier this year.
3. Chairman, ICE reviewed for the members the 13 June 1974
USIB meeting at which the Interim Report was discussed.
Following this review, the meeting became diffuse and
departmental interests surfaced. Mr. Kovner/State expressed
concern that the exchanges were not developed to collect
intelligence information. He also added that commercial

Visits were quite different from the usual exchanges and
should be subject to special consideration. State has no
authority to refuse Soviet commercial visits. Dr_ Ganley/
State, stated a technical assessment was currently being
accomplished on the scientific exchanges. The Under Secretary's
Committee has tasked the National Science Foundation's
Director, Guyford Stever, as the President's Science Advisor,
to complete an assessment of the bilateral exchanges in
early 1975. The Technical Assessment Steering Group has
participation from National Science Foundation, State, and
CIA; they will not assess commercial protocols--strictly
government-to-government scientific exchanges.
4. Mr. Sheppard/Commerce emphasized; the Commerce
Department role in the management of technology flow from
the US. He stated the US Government policy is to promote
East-West trade. While no one is interested in giving away
technology, he claimed the inevitability under this policy
that some seepage of technology would occur.
5. The Chairman, IGE asked his staff to recount a
recent Soviet computer delegation visit. The community was
alerted by CIA/DDO/_when several computer firms were
added beyond that noted on the visa request--not an unusual
Soviet visitation procedure. Guidance was telephoned out by
Commerce to each firm to be visited. In addition, DOD made
contact with_ the computer firms that held military contacts
to reaffirm DOD security regulations. Initially, DOD wanted
an escort officer (someone from ISA) to accompany the Soviet
delegation but were overruled by State and Commerce. Col.
Ventres/Air Force and Mr. Eliasson/ISA added DOD would
continue to push for positive action from the intelligence
community on the issue and the IGE membership should recognize
